In addition, therefore, I will only comment on the Despatch No. 150/50 of The Lieutenant Governor addressed to Your Lordship, wherein Your Lordship is informed that since the receipt of Earl Granville's instruction, no license had been issued to any Passenger Ships for the conveyance of Emigrants to the United States.
The words used in General ...'s Despatch ... Whit ... are "Coolie Emigration" and "Emigrant", when I mention that during the whole of that year a free Chinese passenger traffic was being carried on with the United States and elsewhere, as will be seen by the Return No. 18 enclosed herewith, there will, I feel assured, be no doubt that the Officer Administering the Government referred only to Emigration under Contract for Service.
